Approach to Strategic Planning
A strategic plan should be more than a document that is completed and put on a shelf; it should serve as a practical organizational roadmap for decision-making and action. The strongest plans are grounded in meaningful data and analysis, shaped by the people responsible for carrying them forward, tied to measurable outcomes, and centered on focused, actionable priorities and initiatives rather than an overly dense and prescriptive set of activities. My approach integrates rigorous analysis, meaningful engagement, and practical performance measurement to develop strategic plans that build trust across the organization, help staff see themselves in the work, and give leadership a clear basis for guiding priorities and resources over time.
Killeen Public Library 2026-2030 Strategic Plan
Garrett designed and executed this plan which included the creation and leading of the Strategic Plan Steering Committee, SWOT (Strength, Weaknesses, Opportunities, and Threats) analysis, Community Town Halls, population and demographics analysis, peer library analysis, physical circulation spatial analysis, one-on-one discussions with identified community stakeholders, confidential conversations with several employees, half-day community leader working session to determine mission and vision, identification of new strategic priorities, and creation of new SMART metrics to address strategic priorities. These efforts resulted in the creation of the final, polished strategic plan document that was adopted by the Killeen City Council on May 24, 2026.
