It is the intent of this RFP to obtain proposals from qualified consultants meeting the Secretary of the Interior’s Professional Qualification Standards [48 FR 44738-9] in History and/or Architectural History for the development of a historic interpretive plan for the new Cape May City Library at the Historic Franklin Street School for the Cape May County Library System (hereinafter, “Library”). The project site is the Historic Franklin Street School, located at 720 Franklin Street, Cape May, NJ 08204. The Cape May County Library Commission has an agreement with the City and County of Cape May to redevelop the Franklin Street School, which was originally built in 1927 as a primary school to segregate local African American students. The school is a historic landmark and a contributing property to the Cape May Historic District. Its purpose is to be adaptively reused as a new library facility to replace the undersized and outdated existing library at 110 Ocean Street. The new branch will serve Cape May City, West Cape May Borough, Cape May Point Borough, and nearby portions of Lower Township. The project is subject to review by the New Jersey Historic Preservation Office and has received conditional project authorization from the New Jersey Department of Environmental Protection.
