The Clearview Library District is seeking proposals from qualified consultants to facilitate the development of a comprehensive five-year strategic plan. The District serves approximately 70,000 residents across Windsor, Severance, and West Greeley, Colorado, and operates two public library facilities, a bookmobile, and an administrative building.
The selected consultant will design and lead a collaborative, community-informed strategic planning process in partnership with Library Leadership and the Strategic Planning Committee. The process will engage staff, trustees, community partners, and residents through a combination of surveys, focus groups, workshops, interviews, and other engagement strategies. The consultant will collect and analyze data from these efforts and incorporate relevant information, including demographic trends, service usage data, prior planning efforts, best practices from peer libraries, and guidance from Colorado Public Library Standards.
The final deliverable will be a comprehensive, actionable five-year strategic plan aligned with the District’s mission to “Cultivate curiosity, enlighten the mind, strengthen the community.” The plan will include clearly defined strategic initiatives, measurable goals and objectives, service prioritization, and an evaluation framework to guide implementation and ongoing assessment. Additional deliverables include documentation of stakeholder engagement, supporting data and analysis, high-quality visual materials suitable for public sharing, and formal presentations to staff and the Library Board. An optional implementation session with the staff leadership team may also be included.
Proposals are due April 24, 2026. Questions are due April 13, 2026. The final strategic plan is expected by October 29, 2026.
